Your skin's gone fragile %26amp; sensitive, hence you need to be extra gentle with it. Some tips:
1) Do NOT use warm/hot water to wash face, which will dry out skin more. Use cool water instead
2) If still using toner, use only Alcohol-free ones. Preferably also Fragrance-free so as not to further irritate your dry skin
3) Washing twice a day is enough. Not more, else skin get even more dehydrated and sensitive
4) Choose moisturizer with moisturising ingredients like Hyaluronic Acid, PCA, Allantoin, Vitamin E (Tocopherol), Soybean oil...
5) Try also drinking powdered Collagen to support your skin's depleting collagen network. Capsules are not as effective although readily available.

Oilyness is the natural way your skin keeps hydrated, and also by supplying nutrients and water to it via the bloodstream. Perhaps you aren't drinking enough water, or eating the right kinds of food. Or it could just be your skin is naturally like this. I'd use pure jojoba oil on dry areas especially if it can be sensitive. This oil is the closest to sebum (your natural oil). All commercial brands, even Simple products contain additives derived from petro-chemicals which could have been the cause of the change in your skin's behaviour. If you keep it natural and simple then you should have no worries. If you are prone to spots then add a few drops of tea tree oil with the jojoba. It lasts ages and you only need a little bit. :)
Cucumber-lanolin mask gives a good effect on the dry and sluggish skin. Cucumber can be cooked cucumber-lanolin mask. To do so, fresh green onion rub on the shallow Turk and mixed with an equal number of lanolin. Grated cucumber added to lanolin gradually, slowly grind it. To uphold the mixture is left at 1 - 1.5 hours. After that on the surface of the liquid mixture advocated that drained. Emu Oil
Lotions with mineral oil can dry out the skin, use one with out it! Emu Oil ( http://en.wikipedia.org/wiki/Emu_oil ) contains vitamin A and E, Sapogens ( makes skin softer), and Oleic acid (a skin cell regenerator, anti-wrinkel agent) - walgreens sells emu oil.. i would think walmart would as well.
Also, make sure to drink plenty of water and that you are eating enough fat/omega-3 oils.
the simple 'ayurveda' method is the best and is followed by asians, particularly in india and pakistan.
once a week apply good quality coconut oil all over your body not miserly, and relax do your chores for two or more hours. take a bath with your soap, try to rub off the excess oil which was not absorbed by body. do this every week and wow the result is wonderful. no artificial creams, not deadly mixtures.
I get one in the States called Body Butter which contains cocoa butter and, the magic ingredient, shea butter. It's fantastic. You should be able to find a UK equivalent but don't know about costs here.
there are really good products like INNOXA skin care range you can find that in price line and david-jones, and also the body shop has got body butter products for very very dry skin.
E45 is very good and good old Cocoa Butter (拢1.00 in the poundshop!)
Mine got quite bad at one stage and the doctor prescribed some brilliant cream for me and special stuff for the bath - but that was lethal - too slippery
Palmers cocoa butter will do it- trust me. Approx 拢4 for a decent size tub, available in Superrdrug or most Afro- Carribean beauty shops.
